if its an automatic then you fill it from the dipstick. It should have a red handle and be located on the drivers side of the vehicle. If it is manual you have to get under the car and there is a plug on the top of the tranny
Mitsubishi eclipse is famous because of failing transmission. If I were you I would start with checking transmission fluid level. But most likely you will have to change transmission or fix one you have.
Just take out the dipstick and refill the fluid through the dipstick "channel". Make sure that you do not underfill or overfill the fluid.
Buy BG Synchro Shift to use in your manual transmission; Mitsubishi highly recommends it to maintain smooth shifting. If Synchro Shift isn't available, any GL-4 transmission fluid of viscosity 75W90 is suitable. In the automatic transmission, use ATF+4 automatic transmission fluid.

The transmission filter is inside of the transmission. The pan will have to be removed, then the filter can be changed. There is no drain plug on a transmission, the bolts have to be loosened, more on one corner so that the pan tilts and fluid drains over the low corner into a bucket or pan.
