The fuel filter is located under the car on the passenger side in front of the fuel tank. It is an inline fuel filter that looks like a small can. To replace it, remover the two fuel line connectors from each end and unbolt the bracket. Reverse the proceedures to install. Be sure you have the fuel flow direction going the right way. I have a 1990 Lemans, I assume the 1991 is the same.

The relay is located on the back side of the fuse box. You have to crawl under the driver's side steering wheel in order to see the relays. The relay in the BLUE socket is it.
take the back seat out and you will see the six bolt or so holding the pump in the tank. take the bolts out, slide the pump out, replace w/ new and reinstall everything you uninstalled hope this helps
GM vehicles do not have a fuel pump inertia switch.
Look where the fuel line goes into the carb, take the fuel line out of the carb and then the big nut where the fuel line came out of you want to take loose and the filter is behind that nut, watch carefully how it comes out as there is a spring in there.

trying to find fuel pump
There is none to find.
It is most likely located on the top of the fuel tank (it's an electric pump). There should be an access plate inside the vehicle located on the floor board under the back seat, otherwise you will need to drop the fuel tank to get at it.
It is inside the fuel tank, you have to drop the tank, and remove the sending unit, from the tank to replace the fuel pump.

check for broken or slipped timing belt...also fuel filter and fuel pump Also check the orange wire connected to the positive battery terminal. If it doesn't have a good connection the engine will turn over but will not start. Had the same problem with my '90 lemans.
you will find the fuel port behind your power steering pump.
Follow the fuel lines forward to the engine from the fuel tank. Somewhere on the line you will find the fuel filter.

Presuming you have the Pontiac V8 engine, it's on the front driver's side of engine, mounted low on side of timing cover, below water pump. Power steering pump is above it, so may be hard to see. Look for fuel lines from tank exiting frame at engine crossmember on driver's side, or follow fuel line from carburetor back to the pump. Best removed from under car.
You should be able to hear the pump run. If you can't hear it, check the fuse. Make sure you have power to it with the key on but it will only lite for so long if i remember right cause it is timed length of power sullied to until it starts.
