Why wouldn't there be? You specifically ask about a 250... as if you know why there is one on a 350... and so on.. If you do, the answer is the same. If you do not, why didn't you ask why there is a block heater plug on diesels in general..
Check the wattage used by the block heater which should be listed on the heater. If it is 2000 watts or less then the generator will run it.
Block heaters work the same as the heater element in an electric kettle . The power comes from an electric outlet in your home etc. so there is no fuse on the vehicle for the block heater . The most common problem is a break in the block heater cord wiring just near the male end that you plug in to the electric outlet

some did and some did not if it is not behind the bumper on the right front (passanger side) you will have to go to your ford dealer and order the cable. all 6.0L came with the heater in the block but may not have the cord.
