The ABS pump relay is intergrated into the EHCU (elecro-hydraulic control Unit) and it is not serviceable. If the ABS pump relay is defective, the entire control unit must be replaced.
The Hydraulic Control Unit for the 1995 Ford Ranger 4 wheel anti-lock brake system 4WABS is located in the engine compartment on the left front inner fender panel. It consists of: the brake pressure control valve block, pump motor and hydraulic control unit reservoir. The "brains" of the 4WABS in the Ranger is the Brake Control Module, or Electronic Control Unit (ECU). Disconnect the brake lines and wiring harness from it and put the new one in. YOU will need to bleed the brakes after your done. Make sure to disconect the battery of the truck before you unplug the wiring harness
ABS systems, in general, have to be bled with a power unit. This forces brake fluid under hydraulic pressure through the brake system and eliminates any air in the system. ABS units cannot be bled satisfactorily without it. Any auto repair shop that does brakes will have the capability to do this.

The speed sensor on a 99 Ranger 2.5 liter 2WD with an automatic transmission is in the rear differential. It is included with the ABS sensor in one unit.
It would be best to have a repair shop diagnosis it for you. A code 14 is the Enable Relay circuit open. It could be a bad ground, a bad Enable Relay or the Abs hydraulic unit is defective.jd
Anti-Lock Brakes (ABS) Description: Today, virtually all cars come with ABS as standard equipment or as an option. The typical ABS system includes wheel-speed sensors, a hydraulic control unit, and an electronic control unit. When you apply the brake pedal, the electronic control unit monitors and compares the signals from the wheel-speed sensors. On the 1998 Ford Ranger , rear ABS brakes were standard on the XL and XLT 2 wheel drive and 4 wheel ABS was an option on the 2 wheel drive models. The more expensive 4x4 XLT version came with 4 wheel ABS according to my Consumer Guide book - Helpfull My Ranger does have 4 wheel ABS.
