In the back of the engine. You should see two hoses, one big hose and one small hose going into it. You will see that it's treaded. This is to allow you to unscrew it to replace it.
The 1998 Cavalier does have a PCV valve. The valve is in the side of the valve cover, held in by a metal ring.

The 4 cylinder has the PCV located under a threaded cap that is screwed into the valve cover on the back side. You will need to remove the vacc. hose from the cap and then unscrew the cap and remove the PCV from the hole that is opened up and replace the valve and install the cap and hose. It will be oil covered and that is normal.
