The Solara license plate light fuse is n the fusebox under the dash. The box is behind the coin holder on the Gen I Solara and the far left on the Gen II (04 and later). For the Gen II car the license plate fuse is #30. I don't have the list for the earlier vehicle. You'll find a diagram and numbers on the inside of the fuse box lid.
That fuse also supplies power to the fog lights, tail lights, parking lights etc so if those things are working your problem isn't the fuse, more likely the bulbs.

Changing a rear license plate light on a 1991 Toyota Corolla will be very easy to do. You need to take the license plate off and then unscrew all the plastic screws holding the light cover in place. After the screws are out, remove the cover and unscrew the old bulb and replace it with a new one.
Easiest way is to connect a single wire from one of your rear taillights "parking light" to the wire on license plate light. It gets its ground from the bumper once installed.
Assuming you're in the U.S. (other countries may have different attachment schemes) face the plate. Notice there are two bolts or screws at the top holding the plate to the car. Unscrew the bolts. Remove the plate. Reverse procedure to attach new plate. Done. Cheers
