I believe it is a input speed sensor. Hyundai calls them pulse generators on the 99 elantra.
The crank sensor is on the top driver side of the bell housing.
It has both, The crank sensor is on the timing cover passenger side behind the balancer. The cam sensor is the distributor, Inside of it.

You have to remove the starter and the sensor is behind there in the rear of the engine block.
Do you have a 4.3L with a distributor? If so, the crank sensor is in the distributor and may also be called an HEI pickup or Hall switch.

The crank sensor probably needs to be replaced.
