The fuel pump relay is actually on the drivers side inside the car, under the kick panel under where your left foot may rest when you drive. If you are having an issue with the relay making a really fast tapping noise check under the hood where all the wires tap into the positive battery terminal that sits on the shock tower. If you monkey around with those wires, tighten, maybe put some contact grease on them it will probably fix your issue without having to do any rewiring or buying expensive relays. This fixed my car when I had the same issue, same exact car, 1996 camaro rs with 168,000 miles on it, still runs like a champ.
