Slurry Quay is the little docking area west of Dourbridge, you are taken there when you are done at Port Llafan.
Walk North of Slurry Quay to the waterfall. Walk on the rocks in the water...and pick it up.
It's part of the main quest so can't really be missed. You have to complete the plot related quests at Porth Llaffan first, until a ferry service is opened. This ferry will take you to Slurry Quay, and Dourbridge is only a short distance East from there.

If you fly East from Slurry Quay, you'll see a plateau that's unreachable by foot, and it has a cave leading into a mountain. This is where you can buy the chronocrystals. Bring lots of money.
It's at the highest point at the Heights of Lonliness Dungeon. To get there, you need to defeat Lleviathan, go through Slurry Quay and Dourbridge, go to the Lonely Coast area, go north until you get to a cabin. Go through the area north of the cabin and you're at the Heights of Lonliness.
You should buy Dragon Quest IX it's almost fully customizable and I don't think there is a level cap.
