It's on the back side of the fuse block that's behind the lower dash, driver's side. It should be right at the top in the middle. Found here: http://www.tundrasolutions.com/forums/4runner/88074-2000-4runner-turn-signal-flasher/ - I checked on my 98 4Runner, and yes, that's exactly where it's at.

No they are 2 separate things.
Defective Flasher Relay

On my 89 4Runner it is under the kick panel on the driver's side.
It is quite simple to replace the four-way flasher relay switch in your 1986 Chevrolet Astro Van. The four-way flasher relay switch simply plugs in and out.

The 4 way flasher is usually installed in the fuse box and the turn signal flasher is mounted next to the steering column on the right side. Most late 80s and 90s GM vehicles are this way. However, I am not 100% certain on your car.
The fuse is in the fuse pannel
the 4 way flasher switch is located in the center of the dash between the vents with a red triangle on it. it is about 1 inch wide and 2 inches tall
