Under the feet of the passenger. Remove the side panel on the right, and pull back the carpet. There should be a plastic ancor at the top of the rug that pulls out. The ECM (Honda calls it the ECU) is located under the carpet on the Passenger side firewall. When you pull down the carpet (you don't need to remove the kick panel) you will see a metal plate fastened with four 10mm nuts. In the top center is a hole through which you can see the LED for the ECU. If you need to remove the ECU, simply remove the nuts, then the cover plate and then the ECU.
