The data link connector is covered by a small removable plastic piece in the lower area of the dash , below the steering wheel and between your inside hood release and parking brake release
The OBD-II connector on the 2006 Ford Explorer is located above and in front of the parking brake release, behind the dash trim.
The 2007 Ford Explorer OBD 2 port is under driver side dash left of steering column
Your EEC test port is in the engine compartment by your power distribution box EEC IV / OBD I system

The 1996 Ford Explorer is definitely OBD II / EEC V , my late 1995 Ford Explorer has both the EEC TEST connection in the engine compartment for OBD I / EEC IV but it also has the Data Link Connector ( DLC ) under the steering wheel for the newer system which has confused some of the newer technicians ( and myself )
There should be an EEC TEST connection in the engine compartment somewhere near the battery or Power Distribution Box ( OBD I / EEC IV )
The 1994 5.0L ford Mustang and 3.8L Ford Mustang used the OBD-II connector under the drivers dash. These were the first OBD-II Ford cars. They are NOT OBD-I.
It allows the OBD II scanner to connect to your Ford Explorer to " read " any trouble codes when the check engine light comes on for one thing
