Remove the engine shroud and locate your air intake on the left hand (passenger) side of the engine. Follow the intake to the point that it connects to the throttle body. Directly behind this connection between the throttle body and the firewall you will find the throttle position sensor. The electrical clip has a housing on it that needs to be removed before you can remove the switch. Remove the engine shroud and locate your air intake on the left hand (passenger) side of the engine. When facing the engine on the left side is a large black tube. Follow the tube as far away from you (towards the interier of the vehicle) until it comes to an end. At that point the sensor is easily viewable. It is about three or four inches and has a small locking clip.

Why does the idle go up to 3000 rpm in neutral 97 standard Kia sport-age HOW CAN I FIX IT?

First I would take it to an suto parts store like Advance - they have a computer you can hook it up to for free. If a code such as p0101 comes up then it could be the Mass air flow sensor, oxygen sensor or the throttle positioning sensor. It is most likely the TPS. Replace the throttle positioning sensor - usually about 59 dollars at Advance - must be ordered. If it's not that then check the throttle cable itself, it can be adjusted if it's loose.
