The transmission dipstick is at the dealership. They think servicing the transmission is to tricky unless you go to their school. The transmission is, however, very tempermental to under/over service conditions. It is worth the 200 dollars to let them do it.

The transmission fluid on a 2005 Dodge Neon is changed by placing a drain pan under the vehicle, removing the drain plug, and allowing the transmission to empty. The drain plug is installed, fluid added through the filler tube, and the level tested via the dipstick.
The filler plug is on the rear section of the transmission that the drive shafts bolt on to, it looks alot like the drain plug and is fairly obvious. The tranny itself fills from the dipstick tube.

There is a tube, much like most trannys have at the back of the motor. There is a plug in the top of the tube. Chrysler designed this to be a closed system and want you to take the vehicle to the dealer for transmission service.
