The AC/heater fan relay on most vehicles is located next to the blower motor on the firewall. It is inside the engine compartment. Some vehicles also put this part in front of the heater coil which is usually under the dash on the passenger side of the vehicle. To access the relay here, the glove compartment might have to be removed.

The heater/AC fan has no relay just a switch. The Radiator fan relay is mounted next to the battery. It has 2 plugs and starts based on radiator temp and AC pressure.

your fan motor control is shot this relay is located under the hood on the fire wall and is behind the heater core hose. This can be a pain to change and the hose needs to come off. this was the same problem I had with the fan on high only and the relay fixed it.
It'll have an HVAC compartment which contains the heater core, blower fan, and AC evaporator. It'll be located (or partially located) under the dash next to the passenger door AC vent.
