on the Power Steering pump bracket on the side closest to the battery look for a 1/2" square hole (incidently use this with a 1/2'" drive socket wrench to leverage belt tension after you put on the new belt when you get there) just below this square hole is the tension bolt for the power steering belt adjustment
What about this tensioner? How do you remove it, or how do you releave the tension so you can replace the belt?

Remove each of the coils then remove and replace the plugs
Unscrew a hose at the lowest point, and drain the fluid into a pail. Remove and replace the lines one at a time, making sure to route the new lines the same.
i have a 1998 trooper and i had to get a robe #2 screw driver and take off the outer housing of the socket and replace bulb and replace outer housing, be sure you put on gasketcorrectly or water will get into it.
Loosen the tensioner pulley. Remove the power steering belt. Remove the power steering hose. Remove the power steering retaining bolts. The power steering pump will come off.
