The blower motor is located on the passenger side up under the glove box.
on the 89 dynasty, it is located right next to the thermostat

They aren't even on the same harness. You likely have two unrelated problems. You can get a wiring diagram for the blower motor by typing in "1992 Dodge Dynasty blower motor" on most browsers. Only thing that can take out unrelated items is a bad ground and in this case that seems highly unlikely.
For the 1989 Dodge Ram, the heater blower motor resistor can be found on the passenger's side, on the bottom of the heater box. It is beside the blower motor.
The 1997 Dodge ram blower motor is located on the firewall in the engine compartment. The blower motor will be near the bottom, passenger side, firewall.

Removing the glove box makes things easier but is not required. 1.) disconnect the blower motor power cord. 2.) locate the retaining tab and gently pul down while twisting the blower motor housing clockwise. The blower motor will now drop out of the dash.

On the Dodge Ram truck, the heater fuse for the blower is on the fuse panel on top of the battery. There is also a blower motor resistor on the blower motor. The fuse to control the heat control panel is in the fuse box in the dash.

Yes. First check to see that you have 12 volts to the blower motor. If yes, blower motor has probably failed. If no, it may be the blower motor relay or there is a speed control resister pack causing your problem.
when you turn on blower it makes a strong odor of burning rubber.
The 1998 Dodge Neon does not have a relay. It does have a blower motor resistor that could be bad.
I would suspect the blower motor speed resistor is bad.
