The blower fan resistor on a 1997 escort is located on the blower fan itself, behind (underneath) the front passenger side glove compartment. If you lay on the floor you will see a circular shaped black plastic compartment. This is the blower fan.
The blower fan resistor is the part which the two blue electrical connections are. It should be removable with I think it is 2 10mm bolts with a socket. There is often in this vehicle year a number of issues with moisture/corrosion on these connectors. Wiggle the connectors, clean them off and put on some silicon dielectric grease and often that will get your fan working again.

It could be the resistor, if it uses one, it could be the switch, it could be the relay if it uses one, it could be wiring or connectors or if it uses multiple motor windings to control speed it could be the motor. The Blower Motor Resistor Pack is defective. Replace it.
Usually when fans stop working it can be contributed to the heater blower motor resistor which is either located in the heater duct underneath the dash or under the hood next to the blower motor.

The blower motor on my 94 escort LX is under the glove box. I took my glove box out to get more light down there but it was not necessary. There is a black circular plastic cover that is held in by about 4-5 bolts. Just take those out. There are also a blue/black wire and a harness of 4 wires. Just disconnect them by pulling on the plastic tabs. That should be everything. I have water dripping from my motor. I assume that was what killed it. If you have any ideas on how to stop it, let me know.

My 97 escort LX sedan has a blower relay located above and to the left of the fuse panel located below the dash next to the door frame. You almost have to be a contortionist to see it since it is located behind the dash panels.
Drop the glove box by pressing the sides one at a time. The glove box will fall open almost to the floor. Looking behind is the blower houseing and to the left of it is the resistor held in by a phillips screw. Remove the plug and screw and resistor. Install in the reverse. Not a hard job at all.
