The 97 Tiburon doesnt have a clutch cable. It is hydrolic. Look on the right hand side of the motor directly on top of the transmission and you will see a cylinder about an inch and a half wide and 4 inches wide bolted down with 2 12mm bolts with a rod coming out of it that connects to a lever on the transmission. This is what controls your clutch!
at the end of the clutch cable remove nut from the top of that arm pull that arm off.
Drill a hole through the drivers side firewall near (if it's a M/T) the slave cylinder reservoir. Feed the wire through (it will be located near the clutch pedal - if M/T) and cover the exterior with wire lume or epoxy to prevent water from coming in

The 1986 Honda Prelude does not have a clutch cable. The 1986 Prelude has a hydraulic clutch instead of the clutch cable.
Your 89 SHO has the same cable operated clutch as my 90 SHO. With a cable, there is no fluid and no master/slave cylinders for the clutch.

Well cable could be froze up. Replace the clutch cable. If cable is working adjust cable. If the clutch cable is adjusted then it's time for a new clutch
