You have a blown headgasket and the motor is probably ruined.
To drain the coolant from a 2000 Jetta GLS, first ensure the engine is cool, then locate the drain plug on the bottom of the radiator and place a container underneath to catch the coolant. Don't know off hand but you could always pull the lower radiator hose and drain it that way.
