This can be found directly behind the battery. the fuse box will have a red power tap terminal on it's side. The cover is labeled FUSES on the top. The cover has tabs on the short ends and just lifts off, this is also where the Oil Change reset button is located, along with the power relays.
Yes, a blown brake light fuse causes the shift interlock to malfunction. If the interlock can't tell if the brake is depressed or not, it won't shift out of park. The brake light fuse is a 15A in the engine bay fuse box.
