Open the glovebox, inside on the left is a little hatch that tilts down. Inside are the interior fuses. You can find blown fuses by pulling them one at a time and visually checking the little "S" shaped wire inside or using a tester available at part stores.

The turn signal flasher is located behind the instrument panel on right hand side of steering column bracket.
If you are talking about the signal flasher it is tucked up under the dash on the drivers side. There only a few bucks. Happy Wrenching.
