My understanding is that there may be a fuel filter inside the gas tank, but there also is a cannister filter along the inside of the frame rail on the drivers side of the truck.

The fuel filter on a 1999 Suburban will be along the frame rail on the same side as the fuel tank and will be between the fuel tank and the engine. The canister filter is for your evaporative emissions and does not have a service replacement interval.
