On a 1995 Monte Carlo, the fuel pressure regulator is located on the right side of the engine. The regulator is on the lower right hand side of the cylinder valves.

What regulator are you refurring to, the fuel pressure regulator... its located on top of the throttle body, its the round thing that's held in place with 3 star screws.
Looking from the front , I believe the fuel pressure regulator on your 4.0 L OHV engine is about 2 inches to the right of your oil fill cap on top of the engine
