In a 1995-1998 the fuel tanks are the same, So yes you can interchange the tanks. while your at it you may as well change the fuel pump as well.
Did you change your fuel filter when you changed your fuel pump? I would also check for fouled spark plugs, dirty fuel injectors, and vacuum leaks.
My experience with this in my 95 Plymouth neon is that it was a fuel pump going bad. Replaced it and the fuel filter and no more problems.

You may have a problem with the fuel pump relay. Or the positive wire may be grounding. Check for continuity from this wire to a good ground.

According to Holley, who make high performance replacement fuel pumps, their model 12-921 will only fit a 95 to 99 Dodge or Plymouth Neon. The other model they have for Dodge, fits about every other car they made that year.
