To the left of the under dash fuse panel bolted to the pillar. Just did this myself, it's fun to get to. If you have voltage to the fuel pump electrical connector under the left round panel (yu have to pry it up)under the trunk carpet then the fuel pump is bad. Takes about 20 min to change the pump. Much easier to change pump than relay. I had to change both. Hope this helps.
A year and some change later and I'm going through the same thing with my '87 Accord LX-I (no start, no fuel pressure). That would be awesome to know how to get the fuel pump relay out of it's cranny, because it's a real booger bear. Also, to improve on the answer inre how to get to the actual fuel pump and save anyone else my two days of frustration of being unable to find the mentioned access panel in the trunk - it's at the verrry front of the trunk floor, under the rear seat back - you have to fold forward the seat back cushion to get to it.

The ECM on a 1999 Honda Accord is located under the hood. It is in front of the fuse and relay box.

The main relay on a 2001 Honda Accord is located on the driver side end of the cabin. Found in the kick panel it will be mounted to a bracket underneath the dashboard.

I have a 1992 Honda Accord and have recently had to replace my fan relay. It was located under the hood at the top/left. Hope that helps. I own a 95 Honda Accord LX, the relay switch for my cooling fan is under the hood in with my fuses on the left upper side. ;-)
The 1987 Honda Accord fuel relay switch is attached to the fuel injector pump. The fuel injector pump can be located on the top of the engine near the back.
