The fuel pump shut off ( inertia switch ) is located in the front passenger footwell behind the kick panel on a 1999 Ford Ranger
Because it had tripped for whatever reason.
The multi function switch is inside the steering column , for turn signals etc.
Chevrolet doesn't have a fuel reset switch. That's a Ford thing.

The switch is under the right side of the glovebox , above the carpet ( according to the owners manual for the 2004 Ford Ranger )
Take it to Autozone (or your local parts store) and they will connect the scan tool to your truck, then you will press reset.
If you are talking about the emergency fuel shut-off switch (aka inertia switch). just push in the button on top of the switch.
The inertia switch may be in the cab, on the passenger side next to the transmission housing. The above answer is correct. The reset switch on the 89 is in the cab, on the passenger side. It is where the floorboard and the underside of the dash meet.
