i have been told by a gm actory trained mechanic that my 99 s10 2.2 has no fuel shut off other than relay or fuse, make sure grounds at rear of frame are good or truck will not start-nor will pump run as these are main vehicle grounds-stupid i know but experience told me this was tue

It has an automatic fuel shutoff. The Chevrolet S10 does not use a inertia fuel shut down switch, that's a Ford thing.

No there is not. It is controlled by a relay that receives it's ground from the engine control module.
It is in the fuel inlet of the carburator.
