NOT SURE ON 1989, BUT OPEN THE DRIVERS DOOR AND SEE IF THERE IS TWO THUMB SCREWS {PLASTIC} ON THE END OF THE DASH BOARD. IF THERE IS UNSCREW THEM BY HAND AND PULL OUT LIGHTLY,THE PANEL ON THE FRONT OF THE DASH SHOULD POP OUT. GOOD LUCK PAUL G We have a 88 Buick Park Ave and I looked everywhere we finally found it behind the glove box...you have to take the glove box out and it is on the right hand side. The 1988 and 1989 Park Avenues are the same with the fuses located on the left hand side between the Head Light Switch and Steering Wheel. Open the drivers door and turn the black plastic thumb screws a quarter turn, then remove the panel. The relays are located on the right side of the car and can be found by removing the glove compartment. Jack
