Not sure about the relay, but there is a blower resistor assembly located on the heater case to the right of the blower motor.

I think the blower motor relay is internal to the blower motor resistor which is located under the passenger side dash.

There is none - usually it is the module in the top of the heater / blower box (resistor module) that is the problem.

In the 1999 Trooper the relay is sbove the inside fuses. It is above the fuse door, so that the whole panel by bottom of the driver door must be pulled. Don't know if that helps for 1990.
