On the 89 grand wagoneer with a 360 it is located on the heater core housing. inside the engine compartment close to the fire wall near the engine. there is a plug that the wires go to that is the resistor on mine.
there actually is no ballast resistor on an 89 d-100. Ma Mopar left it out of fuel injected trucks, and 89's are all fuel injected.
it is on the passenger side conner on the fire wall
in my 89 Oldsmobile delta 88 , the heater motor was directly under the center of the windshield under the hood. black circular thing.
Heater cores are located behind the dashboard in a box that ducts air around them.

The blower motor high speed relay is located under the hood, on the passenger side firewall close to the blower motor. The blower motor speed resistor is also located in that same area.

sounds like the blower motor switch; since it is working at the lower speeds I'm guessing, then it's not the resistor (if the resistor was gone then it wouldn't work at all). Got a question for you in return. where is the freaking blower motor at on one of those. cant find mine to save my life.
