This is what I have had to do for my 94 cutlass supreme. Hold the hood release wire lever open from inside the car with a something - a screwdriver or some such thing. Then just pull up on the hood and voila, it releases the latch.
The hood on a 1995 BMW is opened by locating the hood release below and to the left of the steering column. It is pulled outward to release the hood and the latch under the lip of the hood is lifted to open the hood.
To replace a hood latch on a 1995 F-150, the old hood latch will have to be cut out with a blow torch. The new hood latch will have to be welded in place. Securing with bolts after welding will make the hood latch stronger than that of the original.

the 71 cutlass has no cable pull on latch in the middle of grill or just below frt. bumper
The hood release lever is below the instrument panel, under the steering wheel, in front of the driver side door on the left. You need to release the hood latch to open the hood. The safety hood latch is in the middle of the hood opening.

The only way i can think of would be to remove your bumper so you can get to the latch, and either unbolt the latch from the core support or unbolt it from the hood...
If you remove the grill from the front of the truck you can then access the safety latch and hood release. My latch had rusted so I had to do this using a flat head screw driver and lifting the safety latch which allowed for the hood release to open.
