The horn(s) on a 1991 Pontiac Firebird are inside the left front (driver side) fender, behind the headlight, in front of the wheel well next to the vacuum canister. There are two horn assemblies, one has the "A" tone, and the other has the "F" tone. One bolt holds each horn assembly to the inside of the fenders super-structure, and there is one (common) green wire that connects to each horn.
The horn on the 92 Firebird is located behind the front bumper. The horn button is located on the steering wheel. Pictures can be found in a Firebird repair manual.

The 1994 Pontiac Firebird horn relay switch can be found on the inside of the front quarter panel. The horn relay switch will be on the drivers side quarter panel.

A firebird can't "have" third gen. It either is or is not a third generation firebird, and Yes, a 1991 is a third generation.

If they are both Chevy V8 cars it will bolt up.
