The 1994 Honda Civic air conditioning low pressure port is located on top of the air conditioner compressor. The low pressure port will have a blue top.

Left of steering wheel up under dash. Could be above gas pedal but most are more to the left by kick-panel. Federal law mandates an OBDII port to be within 3 feet of steering wheel and require no tools to access.
