It's a 4 cylinder and we have looked quite hard but just cannot seem to find where it is located. Yes, we feel foolish. Any more help will be much appreciated. You failed to list which engine. There is a 4 cylinder and a V6. But no matter, I can assure you both engines have an oil filter. If you will crawl under the car and look hard, you will find the filter.

It is located on the frame on the driver's side just forward of the gas tank.
The 1989 Buick Century oil sender is located inside of the oil pan. You will need to remove the oil pan in order to view the oil sender.
Look under the engine, in the center of the oil pan. Many GM Tec-4's had the filter located there. Be sure to use jack stands for safety.
