No. Try tapping on the fan relay in the fuse & relay panel under the hood. If the sensor is only reading 35 degrees however, despite the actual outside temp, that will prevent the A/C from coming on.

Same thing happened to my 97 buick Lesabre, I had to have mine replaced. Senor was was higher than outside temp so the a/c was not coooling the car. Sorry i can't tell you how to replace but it was not very expensive.
