Well, if it is like my 2000 Monte Carlo, if you pop open the hood and stand by the passenger side and look down near the firewall you should see the Power Steering pump and the resevoir. Use a troublelight and you'll see it. To do any work on it, its best to remove the right front tire and you can access it from there. This is also how I had to replace my water pump when it went bad. The Einstein's at GM made it so I had to take all the bolts out of the power steering pump and move it just so I could get the water pump out.

in the top of the power steering reservoir on the passenger side of the engine.

A 2002 Chevy Monte Carlo holds approximately 10 quarts of transmission fluid. When only the fluid in the pan is changed, a total of 5 quarts of fluid is needed.
Remove cap to power steering reservoir, add fluid, place cap on reservoir when done.

On the 2004 Monte Carlo you may want to check with the dealer but I believe that this car was equipped with electronic steering assist and does not have a belt driven pump
