The radiator Petcock is located on the Driverside of the radiator at the bottom, if you remove the splash guard you should be able to see it.
The drain plug is actually just a screw that requires a large Phillips head to remove. It is located on the passenger side at the bottom of the radiator. The best way to locate it is to find the tube that runs from the coolant reservoir to the radiator and look underneath where it hits the radiator. The plug is easy to overlook, as it just looks like a regular bolt. Make sure the engine isn't hot before you drain the coolant.

To flush the radiator in a 1999 Mercury Cougar V6, first make sure the engine is cool. Put a bucket under the drain plug on the radiator, remove the cap and open the plug. Close the plug, fill the radiator with distilled water, then drain again. Repeat until the water comes out clean. Tighten the plug and fill the radiator with new coolant. Run the engine for about 10 minutes with the heater on high, then check the coolant level and add more as needed to complete the process.
You will find that it is located on the bottom of the radiator. If you do not find a drain Petcock on the bottom of the radiator you must remove the lower radiator hose in order to drain the radiator.
