To first open the hood it's small black lever underneath the parking brake release and near the parking brake pedal to release the hood a piece of plactic sticks out of the grill about midway up... pull on that you might not see it until you have already tried pulling the hood up some Read your owner's manual.
The hood release lever is below the instrument panel, under the steering wheel, in front of the driver side door on the left. You need to release the hood latch to open the hood. The safety hood latch is in the middle of the hood opening.

If you remove the grill from the front of the truck you can then access the safety latch and hood release. My latch had rusted so I had to do this using a flat head screw driver and lifting the safety latch which allowed for the hood release to open.
Answer: It took me a while to find it too. Its under the bumper. but as soon as you release that latch you have to lift the hood and release the second latch in the usual place under the hood.

my 2001 does the same thing. its the spring in the latch release. I have to have my wife sit in the car and keep popping the hood release while i push in and up and down on the hood right where the latch release is over and over and eventually it gives. Once you get the hang of it you can do it by yourself.
The hood on a Volvo S60 can be opened when the latch is not working by sticking a stiff piece of wire into the grill and pulling on the release latch. The latch can then be repaired or replaced.
