I'm assuming you mean the "Change Oil" light reset switch. It is located inside the fuse panel on the driver side of the dash. With the door open, remove the side panel of the dash and the switch is a red button. Turn the key to "On", hold the button in. The light will flash several times and then you will hear beeps, release the button. The light will stay off until it decides you need to change oil again.
There is a very easy way to solve this. Just pust your key in and turn it to the on position. Then, pump the gas four times and the change oil light will reset.
^^^ not really sure if you're supposed to do that. The button works just fine. And the light just automatically comes on after 3000 miles (maybe even something like 2900... I've never counted but it seems like it comes on well before you really need to get the oil changed.) You don't need to hurry out and get an oil change just because the light comes on.
: Specific to 99 Grand Am~ would guess it includes other models.
STEPS TO TAKE:
1. TURN key on, wait till dinging stops so you can focus
2. PRESS red button in fuse panel once.
(VERIFY change oil light starts blinking)
3. PRESS and HOLD same reset button a second time... UNTIL
(VERIFY that door chimes sound )
... door chimes quit and the Change oil light turns off in front of you.
4. TURN off ignition and restart the car at your convenience. ;o)

You can usually disconnect the battery cable for about 15 seconds and reconnect it to reset the engine light. Check the fuse box for a(red) resert button - to reset the engine light disconnect battery for 15 minutes , the red reset button on fuse panel is for motor oil change reminder reset
