Well I have a 1998 expedition and it was hard to find Ford did not put this information in the owners manual. There was a little black box/casing behind the center console of the dash. It is hard to get at but you can get it. There is two tabs and you have to take a flathead screw driver and pop one tab out and push the lid off. There is one or two relays in there. My flasher relay was a big blue one you have to wiggle the thing back and fourth and pull it out of the case. It is a common relay at fords parts but they dont tell you where you to find it. I hope your 2002 may be simliar to the 1998 worth a look.

In the 2002 Hyundai Sonata the turn signal flasher is located on the driver side below the fuse box in the far left corner of the floor board
The flasher on a 2002 Alero is all part of the hazard switch up on the dash. I just had mine replaced under GM's special policy for the signal light problem and I asked them where the flasher was.
The signal flasher and 4-way flasher are located behind the lower dash pannel aprox above the center hump in the floor. You have to remove the lower dash panel to gain access to them.
The turn signal flasher on a 2002 GMC Savanna van is behind the left IP fuse box. This is also the location for the hazard flasher.
If you are refering to the turn signal flasher, you have to remove the driver side lower dash panel. It is not hard to do, the flasher is located on the back of the fuse box. I have not tried to get to it without removing the panel, but it may be possible. There is also a retainign clip on the flasher that you have to remove to get the flasher out.
A turn signal flasher for that vehicle resembles a relay.
The computer that is attached to the under hood fuse box is the flasher.
It is right behind the hazard button on the dash. You can get to it by removing the shroud surrounding the speed gauge.
