Well I have a 1998 expedition and it was hard to find Ford did not put this information in the owners manual. There was a little black box/casing behind the center console of the dash. It is hard to get at but you can get it. There is two tabs and you have to take a flathead screw driver and pop one tab out and push the lid off. There is one or two relays in there. My flasher relay was a big blue one you have to wiggle the thing back and fourth and pull it out of the case. It is a common relay at fords parts but they dont tell you where you to find it. I hope your 2002 may be simliar to the 1998 worth a look.

If you are refering to the turn signal flasher, you have to remove the driver side lower dash panel. It is not hard to do, the flasher is located on the back of the fuse box.
