No, a starter cannot cause a battery to fail to charge. It could cause the battery to discharge quickly.

Have you replaced the starter lately? It sounds like a faulty starter that might have been wired wrong. It COULD be the keyswitch.
A bad starter might make a noise. The starter could also go bad with no noise or warning. However if the starter is making noise then there is a problem that could cause failure at any time

The fuseable link for the ignition could be on the starter, or running along the firewall. on that year it should have a in-line fusible link near the starter. you can find at any auto parts place.

Sounds like a starter issue. Bad wire to the starter could cause it.
Due to the fact that there are no warning labels that the company puts out in the product, I do not believe that it could cause cancer.
