The starter solenoid to my knowledge is part of the starter. Follow the (+) battery cable to the starter. Adjacent you will find a smaller aprox 16 gauge wire with a connector. That's the solenoid. Likely starter problems on the pre-05 Subies are the "Contactor set" located inside the top cap of the solenoid. Cost about $3.00
It is the small canister attached to the starter itself sometimes with a heat shield on it. The cables attach to the solenoid.

No one knows where the starter relay is, not even subaru themselves. I called them and they couldn't answer me. How lame is that
The starter is located on the right hand side of the engine near the bottom. You can follow the positive battery cable from the battery to the starter.
