I have a 99 Ford Contour that doesn't have a tach. (even though its a stick) I think most of the contours don't. Some of the Mercury Mystique's do though. I don't know if it still has a wire, if it doesn't actually have a tach.

pin 48 on the pcm connecter is tach signal connect to your green wire from tach
Check the wire connections on the coil. If ok, the tach may be bad.
IF you have the installation instructions for the tach, it prolly tells you where to attach the tach wire. If not, call the manu. of the tach or search for their website online.
hook your green wire from the tach to the white wire from the coil PAC it should be a white and a yellow wire coming from the coil. the tach should have a white wire that will be your light inside the tach a red wire for power and a black for ground.. good luck
the tach wire is a solid green wire that runs from the dizzy to one of the loom connectors.
Your Tach Signal wire is Gray and Dark Blue (Gray/Dark Blue). Same wire, marked with both colors. This means the wire is GRAY with a dark blue line through it. It is located at the Coil pack on top of valve cover. --- This wire above is a 2 Cylinder Signal. 3.0L Tach Wire is GRAY/RED at Powertrain Control Module (PCM). 3.3L & 3.8L Tach Wire is GRAY/RED, DARK BLUE/TAN And RED/YELLOW at PCM. (Each wire is a 2 cylinder signal.)

sounds like a dead short in the tach wire, trace the tach wire and see if it the wire insulation has been broken.
