It is on the torque converter itself. It is a 1/8 inch pipe plug that you have to take the cover of the bottom of the bell housing to get to and you need to rotate converter so it is at the lowest point of converter.

I'm not finding Torque converter sensor, are you sure you don't mean converter check valve or converter clutch solenoid? anyway, if you are looking for any of the shift Selenoid (1-2,3-4, or 2-3), or the TCC Selenoid, or the TWM Selenoid, or the Transmission Temp sensor, These are located inside the side cover on the transmission. On my 1999 grand Prix se this cover is located above the Transmission pan and drivers side....

There is not an antitheft cover for the catalytic converter. The catalytic converter gets extremely hot and cannot be covered.
