The turn signal flasher switch and emergency flasher swtich are part of the same assembly, and is located within the steering column. Removing said assembly require the removal of the entirety of the steering wheel and upper collar of the column. It is not recommened that this be attempted without either previous knowledge or the proper literature, and the use of a steering wheel puller tool. The turn signal switch and emergency switch are in the steering column. But the actual flashers are elsewhere. The turn signal flasher is located behind the dashboard and above the ignition switch. You should be able to reach it by removing the ash tray and ash tray frame. It is located to the left of the ashtray. The emergency flasher is more difficult. It is behind the instrument cluster, and is mounted in a clip behind a support member.
