should be mounted in the fuse box.
Check the light bulbs to see if the filament is intact. If not replace the bulb. If your bulbs seem to be ok, you may need a new flasher.
its either on the fuse block or behind the instrument cluster in the trunk/hood, whatever you wanna call it... should be covered up somehow. you need to remove things to be able to get to all the wiring there.
Steering colum
Yes, but the signal lights are the wrong shape.
Either a burned out lamp or a bad flasher relay. If the lamps all work (turn on the lights and walk around the truck) then the next thing to do is locate the flasher, which is a small can-shaped device about two inches long and one inch in diameter, usually located under the dash. (You may have to cut a wire tie if it's bundled tightly in a wiring harness. It should be easy to locate because it's the only relay you'll find there. (Some vehicles have their fuses located under a panel in the glove compartment, and the flasher may be in there too. I'm guessing that on a "Chebby" P/U it's under the dash) The flasher relay may be made of aluminum or plastic (black or green) and the three prong plug pulls off (or you may have to pry it off with a screwdriver tip) and the replacement relay can be easily installed after a quick trip to a nearby auto supply outlet. Replacements are not expensive, probably costing less than five dollars. Make sure you get the plug on tight and tuck it up so it's not hanging down where people can hit it with their feet. If you have a tie-wrap or electrical tape you may want to use it to secure the new flasher under the dash.

There is no 'clutch switch' on a Beetle.
