It's a part of the fuse box. Look under the steering column on the driver's side. Takes some flexibility on your side, but it's there. The flasher is a cylinder shape, and quite small. It only goes in 1 way so dont force it!

∙ 15y agoAs far as I can tell, there is no Flasher Can on the 1991 T-Bird, just the Flasher Relay. It's a little black box to the right of the steering column. You have to remove the lower dash panel to get to it (only 4 screws, not a big deal). The way I found it in the end was to put on the emergency flashers (assuming they are still working for you) and hunt for the clicking noise under the dash. Hope that helps!
