It's a part of the fuse box. Look under the steering column on the driver's side. Takes some flexibility on your side, but it's there. The flasher is a cylinder shape, and quite small. It only goes in 1 way so dont force it!
As far as I can tell, there is no Flasher Can on the 1991 T-Bird, just the Flasher Relay. It's a little black box to the right of the steering column. You have to remove the lower dash panel to get to it (only 4 screws, not a big deal). The way I found it in the end was to put on the emergency flashers (assuming they are still working for you) and hunt for the clicking noise under the dash. Hope that helps!
Its in the fuse block under the dash on the Left or under the dash behind the radio between the glovebox and the radio.

The turn signal flasher is located under the break lamps, u must remove the gray carpeting to have access to the lamps and the flashers. By twisting the black sockets u have access to the light bulbs.
the signal flasher is located to the right of the steering wheel above the steering wheel kick/knee panel, you will need to remove the panel (4 screws) pull the panel down and look up and you will see the flasher unit (it about two inches round and about a inch tall with two wire socket/plug hooked to it)
