GM fuse panels for the interior electrical components are left of the steering column, just above where the drivers left shin would normally be. Open the panel door and you should be able to see a large round flasher module... that's it!
actually on a 2000 lesabre limited its NOT in the fuse panel... if you drop the plastic piece that covers the bottom of the dash by your feet on the drivers side and look at the bottom of the steering column you should see the round flasher there with an orange and brown wire going to it... it should be a 552 wagner flasher number

Bulbs or turn signal flasher, maybe even the switch.
Could be a burnt out bulb or a bad flasher unit.
More than likely the Flasher Relay is bad.
The turn signal flasher is under the instrument panel to the left of the sterring colunm brace. (note I'm still looking for mine).
Sounds like you need a new flasher.

With Buick, The "Limited" is always the more expensive upgrade version.
it's normally under the dash.. turn on the turn signal and find the device that is clicking. That shoudl be the flasher unit/regulator/relay
Custom is lower end. Limited has more features.
If you are asking about the hazard flashing unit, it should be located on the steering column brace. The turn signal flasher should be located on the left side under-dash panel, retained by a spring clip, or near the fuse box.
