Under the dashboard, near the steering column. It is plugged into a plastic module. Look way up. Grab a flashlight. ;-)
I believe it is in your glove compartment there is an access to your flasher.
The turn signal flasher relay switch and the emergency flasher relay switch are the same switch. The relay switch might be labeled as the emergency flasher switch, but it is also the signal flasher relay switch.
I have a 96 and it is directly under the wheel. My turn signals do not work at all. I am having a hellofa time with it.
The turn signal flasher relay is under the dash of the 1996 Nissan truck. It is on the right side of the steering column.
I have a 96 Plymouth breeze-- to get to the flasher, you have to take the steering column cover off. major pain in the butt.

The 4 way flasher is usually installed in the fuse box and the turn signal flasher is mounted next to the steering column on the right side. Most late 80s and 90s GM vehicles are this way. However, I am not 100% certain on your car.

If the fuse checks okay it is probably the signal flasher relay. The signal flasher and 4-way flasher relays are found behind the plastic lower dash panel aprox under the radio area. The lower dash panel has to be removed to gain access to the relays.
